Do you have to mount it to the floor or just strap it in? How much current does it draw?

found it on craigslist for $280 shipped.  Don't have any kind of mount, yet.  Draw is .86 amps when it is running, and it doesn't run when it is at the target temp.  I'm not sure how low it gets, the display read -2*F, but my basic thermometer stopped working at 14*F.  It is powered by 12VDC or 120VAC.  The 12v is supplied via cigarette lighter :)
